How the rules work
Tourism Development Zones give long-term access to state land outside the coast and the capital for larger, high-category projects; all five conditions must hold. The condo-hotel model lets you sell units while keeping one operation, at five stars on the coast and in the capital or four stars elsewhere. Property tax reductions and the five-star construction relief reward quality, and the reduced VAT rate applies to every hotel and restaurant.
Whether a location counts as a priority tourist location, and whether a specific parcel can host a zone, is decided by the authorities. Use this screen to see which conversations to start, then confirm with the Ministry of Tourism and the Montenegrin Investment Agency.
