About 30 hectares of empty land owned by the capital, planned as a new business and administrative district on the Podgorica–Bar road. Hotels are allowed on five of six plots, and the sixth is reserved for an exhibition centre and fairground.
The location
The Central Business District is planned on empty land owned by the capital in the Zelenika zone, beside the main road from Podgorica to Bar and the coast. The adopted plan creates a new district for offices, public institutions, commerce, culture, hotels and an exhibition and fair centre.
Podgorica has the country's main airport and its government and corporate demand, but limited modern conference and exhibition space. A four- or five-star hotel paired with meeting facilities, or the exhibition centre itself, is the clearest tourism play. No hotel or convention tender has been announced, and the guide does not say how land will be made available, so early contact with the city is essential.
