Žabljak mountain hospitality cluster

Development siteMountainPlanning set

Status Three state-owned plots with parameters set in the Detailed Urban Plan of Žabljak

Black Lake (Crno jezero)

Three state plots in the highest town in the Balkans, the gateway to Durmitor National Park: a greenfield 250-bed resort, the refurbishment of the existing Jelika holiday resort, and a small four-star forest hotel next to it. Planned together, they make a year-round mountain cluster.

The location

Žabljak is the gateway to Durmitor National Park and the base for its ski area at Savin Kuk. Its visitors come for winter sports, hiking, rafting on the Tara, cycling and family holidays, and summer is already busy.

The three plots offer different entry points into the same town: a new resort with room for phased development, the refurbishment of the existing Jelika holiday resort, and a small four-star hotel set in park forest beside it. An investor can take one or plan them together as a single cluster with shared services and year-round programming.

Being inside the national park area brings constraints on design, density, energy and water use. Operators with experience of sensitive mountain sites, and a plan to buy locally and employ local guides, will find the authorities more receptive.
