How it works in practice
Direct investment incentives are cash support rather than tax relief. They suit investors that have already set up a Montenegrin company and want to reduce the cost of a project that creates jobs or new activity. Smaller operators are not shut out, since entrepreneurs and natural persons can apply as well as companies. For tourism projects with a technology, energy or environmental element, the Innovation Fund and the green subsidies are the more targeted routes.
A hotel group planning a boutique property inland would first register its local company, open a bank account and make sure its tax obligations are up to date, since all of these are eligibility conditions. It would then follow the annual incentive programme, adopted by 31 March each year, and apply under that year's criteria; the Government decides on the awards. If the project also includes a digital guest platform or a solar installation, the group could seek separate support for those parts from the Innovation Fund or the renewable energy and efficiency subsidies.
Budgets and criteria change every year, so read the current programme rather than last year's. Check whether support is paid up front or against milestones, what job or investment commitments come with it, and what has to be repaid if they are missed. Because the criteria now follow EU state-aid standards, ask how a grant interacts with other public support on the same project, including tax relief and business-zone exemptions.
Cash incentives work best as a top-up to a project that already stands on its own. They can combine with the tax incentives for high-category hotels and with any of the land routes. The Montenegrin Investment Agency advises on incentive eligibility and can help sequence an application alongside a lease, a PPP proposal or a Tourism Development Zone initiative, so raise it in the first conversation rather than after the land is secured.
This is a summary of the rules as the guide describes them, not tax or legal advice. Confirm current terms with the Ministry of Tourism, the Montenegrin Investment Agency or a local adviser before relying on them.
