Montenegro's five state ski resorts: where each one stands

The state has budgeted €209.5M for five ski resorts in the north and had spent about €105.7M by 2026. Progress is uneven, and for hotel investors the difference between a resort that is running and one that is waiting for a power line is the whole question.

Spending against budget

The table ranks the resorts by how much of their budget has been spent. Spending is a rough guide to how close a resort is to opening, not a promise: some of the remaining work depends on things money alone does not fix, such as land ownership or a grid connection.

What the numbers say

Kolašin 1600 ski resort is furthest along, with 65% of its budget spent. At the other end, Cmiljača ski resort has spent 31%. The two resorts that are already open, Kolašin 1600 and Savin Kuk, are the safest places for a hotel today: guests already come, and the remaining public work is upgrades rather than the basics.

The three new resorts carry more risk and more upside. Cmiljača's lifts and slopes are built but wait for a power line; Žarski's slopes and cable car depend on unresolved land ownership; Hajla is tendering its base station and a snowmaking reservoir. An investor who secures a site at one of them now can shape the product and the price, but should assume opening dates will move.

How to use this

  • Ask the Ministry of Public Works for the current schedule of the remaining contracts before committing to a date.
  • Plan for four seasons from the start: summer hiking, biking and events are what make a mountain hotel finance.
  • Check snowmaking and water plans; several resorts are still building that capacity.
  • Look at the Tourism Development Zone route if your project is larger and on state land.

Budget and spending as reported by the Ministry of Public Works in the 2026 guide. Đalovića Cave, the sixth public mountain project, is left out of the table because the guide's line-by-line budget for it is unreliable.
